Position Title:  Business Performance Analyst III – Network Standards (6E)

 

Position Summary

As a member of the Network Standards team, the Business Performance Analyst III is responsible for the effective management of all assigned Standards Development initiatives and schedules.   You will develop and document Network Standards in collaboration with various subject matter experts within the organization in alignment with Stakeholder expectations.  You will own and produce Network Standards deliverables scoped as a part of larger, transformational initiatives managing to mutually agreed upon timelines, ensuring leaders are aware of issues that will impact timely project completion or cost, and pro-actively seeking to identify and communicate any schedule and stakeholder risks.

 

Essential Job Functions

Develop and document Network Standards including role-based Manuals, Engineering Design and Construction Standards, Technical Procedures and Bulletins.
Proactively work with a diverse range of stakeholders as a thought leader to evaluate how Standards can provide a national solution to deployment issues across all regions
Define and perform Standards governance and revision procedures ensuring that Standards are up-to-date, accurate, credible and endorsed by a broad community of SMEs.
Manage Network Standards initiatives as a Project Owner from inception to completion ensuring that all activities including building timelines, managing project milestones, identifying impacts to end-users and coordinating communications and training are efficiently coordinated and completed successfully.
Lead internal project meetings with SMEs and team members to review the status of each project and implement changes as necessary to ensure timely project completion.
Serve as a project team member and consultant for larger initiatives participating in kick-off meetings, providing guidance on known standards documentation impacted by changes being driven by the initiative.
Education/Certifications

Bachelor’s Degree or relevant Telecommunications industry experience
Experience/Minimum Requirements

Seven (7) years experience and subject matter expertise in the design, engineering, permitting, construction and operations of small cell, enterprise and fiber optic networks in both the public and private rights-of-way extending to both pre-sales and post-sales activities
Experience with optical test equipment including OTDR, PMD, Optical Spectrum Analyzer
Experience in researching, organizing, writing and publishing technical documents including peer review and cross examination procedures
Working knowledge of network construction standards (aerial and underground)
Working knowledge of NESC, NEC and OSHA standards
Experience in Project Management
Experience supporting enterprise-wide, large-scale transformations and organizational change management
Experience in business and system requirements, process mapping and innovation
Other Skills/Abilities

Ability to develop Standards primarily utilizing one’s own knowledge and expertise while collaborating with various other subject matter experts in the organization
Ability to translate complex Standards into instructional, easy to consume end-user documentation
Excellent writing and grammar skills
Excellent verbal and interpersonal skills, a team first attitude and demonstrated ability to work with and communicate confidently with all levels of staff and management
Strong consultative, critical thinking and analytical skills with ability to operate strategically and build effective partnerships across multiple stakeholder groups

Working Conditions:  Works in a normal office setting with no exposure to adverse environmental conditions.  Travel may be required.   During COVID19 conditions, this role will work remotely to mitigate risk.
